We are talking about citizens aged 18 to 22 years, who only need to have a foreign passport and a military registration document in paper or electronic form. This also applies to men over 60 years of age, for whom the general rules for crossing the border apply.

For men aged 23 to 60 years, the requirements remain unchanged. A prerequisite is the presence of a valid military registration document with a VIN code. If there is no such code, or there are discrepancies in the data, the citizen will be denied exit.

Separate simplifications are provided for media workers of the same age. They can travel abroad for up to 60 days without having to wait each time for a separate decision from the State Tax Service based on letters from the Ministry of Culture. But a letter of approval from the State Committee for Television and Radio remains mandatory, which must indicate the date, checkpoint and purpose of the trip, as well as an official invitation from foreign partners.

The right to travel is also retained for persons in need of treatment or with disabilities, citizens caring for relatives with disabilities, volunteers registered in the Shlyakh system, as well as students of foreign educational institutions.
