Almost half a million “for disability”: how the UCP prosecutor received unconfirmed pension payments

They want to fire the prosecutor of the Office of the Prosecutor General Sergei Onikeenko due to an unconfirmed disability, on the basis of which he received almost 500 thousand hryvnia in pension. During the inspection, it turned out that the MSEC decision was canceled, and the prosecutor himself at the same time switched to a pension for length of service.

This was reported by " Info" Sergei Onikeenko has been working in the prosecutor's office since December 2002. Since September 2022, he has held the position of prosecutor of the department for organizing the procedural management of pre-trial investigations and maintaining public prosecution in the regional prosecutor's offices of the department for supervision of compliance with laws by the bodies of the Bureau of Economic Security of the Office of the Prosecutor General.

In 2023, he was assigned disability group II, which allowed him to simultaneously receive both the prosecutor’s salary and a disability pension.. For two years of such payments, the amount of pension provision amounted to almost half a million hryvnia.

During an internal investigation in October 2024, Onikeenko informed the chairman of the disciplinary commission in writing that he did not have a disability. At the same time, at that time he was already receiving a pension according to the corresponding status.

Because of this statement, the prosecutor was not sent for a second medical examination.. However, just a few days after the written notification of the “absence of disability,” Onikeenko applied to the financial department for a salary certificate to apply for a long-service pension.

The situation with Onikeenko acquired a special resonance against the backdrop of the exposure of a large-scale corruption scheme in the Khmelnitsky regional MSEC. After this, information appeared in the public space about the mass acquisition of the status of persons with disabilities by prosecutors and other officials. As part of the checks, specialists from UkrGosNIIMSPI were involved in Onikeenko’s case and reported the need to undergo a second medical examination. The prosecutor did not do this. In July 2025, the MSEC decision to establish his disability was recognized as unfounded and canceled. During the disciplinary proceedings, it turned out that Sergei Onikeenko did not provide the personnel department with documents establishing disability. This, according to the commission’s conclusions, led to a number of violations, in particular in the field of taxation and personnel records.

In addition, the prosecutor was reserved from mobilization on the recommendation of the leadership, although persons with disabilities, in accordance with the law, are not subject to conscription. During a data update at the territorial recruitment center in July 2024, Onikeenko also did not report his disability, explaining that such information was allegedly not required from him.

Sergei Onikeenko did not agree with the disciplinary complaint. In his explanations, he noted that due to constant stress, irregular work schedule, evacuation of his family and the death of his father, his chronic diseases worsened.

According to him, he had no reason to doubt the decisions of the MSEC, because he underwent a medical examination in person and received a certificate officially, without influencing the experts’ conclusions. The prosecutor also noted that information about health status is confidential and he had the right not to disclose it in the team.

Onikeenko claims that he planned to undergo a re-examination on the last day of the established period and even purchased a train ticket, but was unable to travel due to a sudden deterioration in his health. He also noted that from December 2024 he switched to a long-service pension and no longer receives disability pension payments.

According to the declaration, in 2024, Sergei Onikeenko’s salary exceeded 1.3 million hryvnia. Separately, he received more than 250 thousand hryvnia in pension payments. The prosecutor refused to comment on the situation to journalists..

On January 29, the Qualification and Disciplinary Commission of Prosecutors decided to hold Onikeenko accountable in the form of dismissal from office. The final decision regarding his future career must be made by the relevant prosecutorial authorities.
