єChek will appear in Ukraine next year: what it is and how it will work

An experimental project “National Check” (єChek) has been launched in Ukraine, which will allow customers to receive electronic fiscal checks in banking applications after non-cash payment. The service is voluntary, does not replace paper checks and PPO/PRRO, and a pilot launch with banks and retail chains is planned for 2026. This was reported by the Ministry of Economy, Environment and Agriculture. The government adopted the corresponding resolution No. 1781 on December 30, officially launching a pilot project, which should become the next step in the digitalization of financial and trade processes in the country.

єChek is an electronic fiscal receipt that the buyer receives after non-cash payment for goods or services. It will be stored in digital format and will be available directly in the bank’s mobile application used by the buyer. If necessary, the document can be used to return goods, exchange or warranty service.

The service is created as a tool for accessing information about a fiscal receipt, which is already stored in the accounting system of the State Tax Service (STS). That is, єChek does not replace the classic check, but simplifies access to it in electronic form.

The mechanism of action of the “National Check” provides for interaction between the bank, the seller and the State Tax Service. When paying by card, the participating bank transmits a special note about the buyer to the payment terminal. The seller reflects this information in the payment document, and the eChek system automatically links the payment data with an electronic copy of the fiscal receipt from the State Tax Service database.

As a result, the buyer sees a list of purchased goods in his banking application and receives an active link to an electronic receipt. To participate in the project, the buyer must have an account with a bank that has joined the experiment, as well as independently activate the єChek function in the mobile application, providing consent to the disclosure of bank secrecy regarding payment transactions.

Sellers will join the system voluntarily - by submitting an electronic application to the project administrator. It is important that the launch of eChek does not in any way change the current requirements for the use of PPO or PRO.

The project is designed for two years from the date of entry into force of the resolution. In 2026, the service will start in stages in a pilot format, first with individual banks and large retail chains. The Ministry of Economy is working on the development of єChek in collaboration with the Ministry of Digital Development, the Ministry of Finance, the State Tax Service, the NBU, banks and payment systems.
