Kasyanova adds that the above-mentioned charitable organization works with biological families and this is its key area of \u200b\u200bactivity, but this is not enough at the state level.
According to her, there are cities and communities in Ukraine where there is no social work specialist. And families who find themselves in difficult life circumstances notice only when it becomes dangerous for children to be there.
“We do not see problems and are not looking for opportunities to solve them at natural intersections with these families - for example, in maternity hospitals, hospitals, kindergartens, schools. Where, if we see that something is wrong in the family, we can really react by reporting to the children’s service or the social services center,” notes Kasyanova.
She said that the state notices only extreme cases, when the issue of removing children from the family is already acute.. Kasyanova calls this a key mistake.
According to her, the state will step on the same rake until it builds a family support system at an early stage.
“We will fight boarding schools, but there are children there, and not all of them are ready to settle in a family. For some, other solutions are needed - social apartments or small group homes. There are no simple and universal solutions here,” she explains..
Kasyanova notes that the state needs to invest as much as possible in prevention. She points out that families should know who and where to turn to in the community in case of a difficult life situation (IDPs, domestic violence, drug addiction).
“Accordingly, families are not ready to admit that they are in difficult life circumstances and do not seek help. And then there is such a crisis in them that there is no other way but to remove the child,” notes the head of the board of the union “Ukrainian Measure for Children’s Rights.”.
Kasyanova pointed out that the state needs less money to support families than to spend on boarding schools. She noted that at the community level there should be a minimum set of social services. However, Kasyanova adds that many communities in Ukraine are not interested in this issue and do not want to spend money on it.
