Ukraine is preparing a new housing program for people whose homes remain in the occupied territories. In particular, migrants from the TOT (temporarily occupied territories) will be able to receive a voucher for UAH 2 million to purchase housing from December 1. Priority at the start will be given to applicants with UBI or war-related disability status, and submission will be made through Diya.

This was reported by the Ministry of Community and Territorial Development. Together with other government agencies, they are already testing the technical functionality of the service; it will start working on December 1.

At the initial stage, it will be possible to submit an application only through the Diya mobile application. Later, CNAPs and notaries will join the process. Applications will be processed by special commissions and they will be located exactly in the locality where the applicant actually lives according to the IDP certificate.

The new component of eRenewal is aimed at those who lost their home not due to destruction, but due to occupation. It is impossible to get to WOT to assess the condition of the property, so the program does not provide for either an inspection of the property or requirements for documentary evidence of its damage. It will be enough to indicate information about available housing in the application. But they will carefully check something else - whether the person is a registered IDP with a previous place of residence on the WOT and whether he has the status of UBI or disability due to war, if applied in the first place. The goal of the program is not just to help with housing, but to provide people with a full opportunity to start life anew, regardless of whether their home community will ever be deoccupied. The state will provide a voucher in the amount of UAH 2 million per person.

The funds can be used to purchase housing in Ukrainian-controlled territory. The voucher will not be issued in person - it will be an electronic document that is processed through registers and paid directly to the seller.
