A case has been sent to the court against six persons who took possession of 32 vessels belonging to the Ukrainian Danube Steamship PJSC, converted them into 12 barges and illegally appropriated them. It is noted that the SAPO prosecutor sent to the court an indictment in the case against two former deputies of the Odessa Regional Council, the former chairman of the board of PrJSC Ukrainian Danube Steamship and three employees of legal entities controlled by the deputies, who organized a criminal scheme, the implementation of which led to the loss of 32 ships and damage in the amount of UAH 82.654 million. It was established that at the beginning of August 2017, a deputy of the Odessa Regional Council had a criminal intent to seize someone else’s property, namely the lighters of PrAT UDP, for the further construction of larger and more capacious barges from them, necessary for the implementation of economic activities of the companies under his control. To implement the scheme, he attracted another regional council deputy as a co-organizer, as well as the chairman of the board of PrAT UDP and controlled persons. The functions of each participant in the scheme were clearly distributed. The attackers ensured the conclusion of charter agreements with a predetermined company that was not associated with either the organizers of the crime or the companies controlled by them. In November 2017, according to the agreement, 18 lighters worth more than UAH 44.3 million were transferred to this company. The following year, having misled the new management of PrAT UDP, the attackers entered into additional agreements on the transfer of another 14 lighters in the amount of UAH 38.35 million. Subsequently, 32 lighters were transported to the Republic of Turkey, where they were made into 12 barges of greater capacity. After this, the barges were towed to Ukraine and registered in the name of controlled companies. With the assistance of SAPO and NABU, 12 of these barges were seized and subsequently transferred to the National Agency for Tracing and Asset Management (ARMA).
