Odessa tragedy. Who is to blame for the deaths of people?

To die during the war from the bomb, a shell or a horticiary of the enemy is, no matter how paradoxical it sounds, “normal”, but to die from negligence, helplessness or unprofessionalism of compatriots is not just a tragedy, this is more, this crime is a crime. It is impossible to imagine what the parents, locked in the basement (Odessa semi -basement, to be precise), when the water tirelessly poured them, and they looked into the eyes of his child... Let the Lord of their souls rest, and we must do everything so that this never happens to happen.

On September 29-30, in Odessa, due to a long rain, streets, houses and cellars were flooded, 10 people were killed, among them a family of five, in particular a child. Local authorities, experts and scientists call different causes of this disaster, but the main one, in my opinion, was left without attention.

In passing, I would like to note that the stormwater system, as well as the wastewater treatment systems of the city’s industrial enterprises, are in extremely unsatisfactory condition - after each heavy rainfall, the city beaches are closed due to water pollution, and this is the dirt that is washed into the sea from the surface of the city.

Explanations regarding “dense development” are also insufficient, when instead of parks, which are natural rainwater batteries, the earth is rolled into concrete and asphalt. According to the Odessa tourism portal, the area of \u200b\u200ball green spaces is 54 sq.. km - approximately a quarter of the entire territory of the city. Therefore, the situation with “free from concrete” is no better, but no worse than in other cities of the country. She is typical, for example, in Kyiv since 2000. in 2010. about 500 hectares of green spaces were destroyed (thank the mayors and deputies of those times).

Perhaps the second factor is the entire fault - the complex relief of the territory of Odessa? This factor is partially influenced, but, in my opinion, it is not crucial. Compared to the same Kyiv, the situation does not look at all critical. So, the average height of Odessa above the sea is 50 m, the highest point is 65 m, at the same time in Kyiv, most hills rise 80–90 m above the Dnieper, and the highest - the Levashovsky mountain (Square) - 105.3 m, but there is no such significant raising of the water level in the base areas of the capital. There are critical flooding in other places, but there are completely different reasons for this and this is the subject of a separate conversation.

The third factor called the cause of the Odessa tragedy is long rain: “In Odessa, according to the meteorological station, 94 mm of precipitation fell in a day, of which 21 mm at night and 73 mm in daytime. Such precipitation relate to spontaneous meteorological phenomena and can be observed once every 10 years, ”says Vera Balabukh, candidate of geographical sciences. These 94 mm rainfall in total amount to 224% of the monthly norm. It would seem that this explains and justifies everything, but the question arises - whether the city government saw what is happening outside the window? After all, the main rain fell precisely on the afternoon of September 30, when the mayor and other responsible comrades were supposed to be at workplaces. And the second question - whether this rain saw the leadership of the State Emergency Service and whether it knew about the possible consequences for the city?

When to start extinguishing a fire?

According to the old soviet habit, the emergency services heroically overcome fires, floods, and other “spontaneous” disasters when they are already in full force. The words “spontaneous” were deliberately set to knowingly, because logic suggests that natural disasters need to be foreseen and ready for them - water should be watered when it still does not sound, no matter how unusual it sounds, and pumping water when it still flows with a thin stream. Because then it may be too late....

In Odessa, over the past 10 years,... 14 heavy rains have been observed, when 5-100 mm of water fell in 12 hours, that is, more than 94 mm per day. Therefore, floods are not at all news for the city, dangerous places of possible floods were known - local activists almost shouted about them: “People went to meetings, showed that there was a problem, and some of these people were now killed. Meteorologists announced the danger on September 30 (maybe the day before): “The city was declared a red level of danger”, therefore, the State Emergencies Ministry was supposed to act accordingly.

Did the public emergency service have such a plan? Obviously no, but if it was (although it is unlikely), then no one acted on it.
