Currently, small and medium -sized businesses identify five main factors (problems) that prevent the restoration and growth of economic activity of enterprises. This is stated in the latest report of the study of the state and needs of micro, small and medium -sized businesses (MMSB), conducted as part of the project " BISTY.

Most entrepreneurs believe that the main problems in Ukraine are:.

unpredictability of state policy (55.5%),.

Lack of solvent demand (53.5%),.

general uncertainty regarding the development of the situation in the country (52.7%),.

Lack of qualified labor (51.6%),.

Limited capital access (39.8%).

Also, among the problems in interaction with state authorities, it was noted: blocking tax invoices (28.7%), refusal to book employees (22.3%), abuse of regulatory powers by government representatives (17.4%), as well as tax payments (15.6%).

It was reported that the UBI business activity index (UKRainan Business Index) as of the mid -2025 is 36.1 points out of 100 possible. There is a descending dynamics compared to 38.6 in March 2025 and 36.9 at the beginning of the year, which indicates negative business expectations.
