Passing MSEC: what documents you need to have

In Ukraine, during the martial law, the procedure for passing the medical and social expert commission (MSEC) was significantly simplified. Now MSEC performs its functions on the principle of extraterritoriality.

The Ministry of Health of Ukraine reminded what documents you need to have with you when passing the MSEC.

They recalled that a medical and social examination is carried out to establish disability for patients who have reached the age of majority, victims of an accident at work and an occupational disease, and persons with disabilities in the direction of a medical and preventive healthcare institution after diagnostic, therapeutic and rehabilitation measures.

When applying to the MSEC, you must have with you documents confirming a persistent violation of body functions due to diseases, the consequences of injuries or congenital malformations, which entail the restriction of the normal life of the individual.

In addition, you must present:.

passport or ID card with an extract from the Unified State Demographic Register regarding registration of residence;

military ID (copy) or temporary certificate (for those liable for military service, conscripts);

referral to MSEK (form No. 088/o);

medical documentation, originals (extracts from the outpatient card form 025 / o, extracts from the medical history of an inpatient form 027 / o, the results of laboratory, instrumental, radiological examinations, advisory conclusions of specialized regional specialists, etc.. ) and outpatient card;

other additional documents, if necessary, to confirm a particular reason for disability.

The Ministry of Health also reminded that in the case when a person applies for the establishment of disability and cannot come for an examination at the MSEC, the commission can decide on the establishment of disability in absentia based on the direction of the medical advisory commission of the healthcare institution.

If a person or his child has a disability and cannot undergo an examination and apply for a referral to MSEC, the re-examination period is considered extended for the entire duration of martial law and within six months after its termination/cancellation.

The Ministry of Health reminded that if during the passage of the medical and social expert commission the rights of a person are violated, then he should contact the hotline of the Ministry of Health by phone: 0 800 60 20 19.
