Athletes from Russia will sign a declaration to return to tournaments in a neutral status, but they will not be required to publicly speak out against the war in Ukraine.
Francesco Ricci Bitti, president of the Association of International Summer Olympic Federations (ASOIF), told L'Equipe:.
