In Ukraine, there is a mechanism for obtaining monetary compensation for the purchase of housing by veterans and their families. The grounds for improving housing conditions are:.

providing living space below the established level in the region, settlement;

hostel accommodation;

accommodation in one room for two or more families;

severe chronic disease;

the room does not meet sanitary and technical requirements;

status as an internally displaced person;

living in communal or unfurnished apartments;

accommodation under a lease.

The following documents must be collected in order to be registered as an apartment:.

application for registration of an apartment (signed by family members living together);

certificate / information about the registered place of residence / stay for each family member;

a copy of the certificate of the UBI / person with a disability as a result of the war / family member of the deceased (deceased) / family member of the deceased (deceased) Defender and Defender of Ukraine;

certificates of whether family members are registered with the apartment at the place of work (in the executive committee of the local council);

copies of the passport (birth certificate) and identification code of all family members;

IDP registration certificates (applicant and family members).

Documents should be submitted to the department that enrolls in apartment registration. The decision to register the apartment must be made within a month..

wait your turn for housing (general/primary/extraordinary);

Obtain a local council executive committee decision on housing provision;

Who is eligible for housing assistance?.

Some persons who are on the apartment register are entitled to monetary compensation for the due residential premises.

persons with disabilities as a result of war of groups I and II (including ATO / JFO / defense measures, participation in hostilities on the territory of other states, participation in the Revolution of Dignity);

IDPs who are UBI, or persons with a disability as a result of the war of the III group (ATO / or JFO until June 1, 2018. ), year of stay in the IDP database;

Family members of the deceased (missing) who died as a result of participation in hostilities on the territory of other states, the Revolution of Dignity;

Family members of the deceased (deceased) Defender and Defender of Ukraine.

To receive monetary compensation, you need to collect documents and submit to the social protection authority of the population or the ASC at the location on the apartment register.

copy of the applicant's passport/\;

copies of the certificate of a participant in hostilities / a person with a disability as a result of the war / a family member of the deceased (deceased) / a family member of the deceased (deceased) Defender and Defender of Ukraine;

a copy of the certificate of direct participation of the person in hostilities;

written consent in any form of each adult family member of a person with a disability/internally displaced person, who is credited with monetary compensation, to include them in the calculation of monetary compensation;

copies of documents confirming family relations between the applicant and members of his family, on which monetary compensation is charged, and between the deceased (missing), deceased;

a copy of the certificate of registration of the internally displaced person and each of his family members (for internally displaced persons);

a copy of the decision to register a person and each of his family members for a preferential category (first of all / out of turn);

certificates on the presence/absence of registered until December 31, 2012. ownership of housing located in settlements in the territory controlled by Ukraine (certificate from the BTI).

The procedure for receiving monetary compensation.

The body of social protection of the population, within 10 working days from the date of acceptance of the application with all the necessary documents, submits to the commission a proposal for the payment of monetary compensation.

With the decision on the appointment of monetary compensation, you need to open a special account in Oschadbank.

It is necessary to submit a copy of the agreement on opening a special account in Oschadbank to the social security authority.

After the receipt of a subvention from the state budget to the account of local budgets, the social protection authority transfers monetary compensation to a special account, which it informs the applicant within three working days from the date of transfer of funds.

Within a year (during martial law and 6 months after its termination or cancellation) from the moment funds are credited to a special account in Oschadbank, use funds to purchase housing.

You need to select the property you want to buy.

Conclude a contract for the sale of housing and submit a copy of the contract for the sale of housing to the social security authority.

The body of social protection of the population has five working days to provide the applicant with written consent to transfer funds from a special account to the seller.

Submit to Oschadbank an application for the transfer of funds for the purchase of housing, a payment order for payment under a sale and purchase agreement and the written consent of the social security authority.

Within 30 days, register the ownership of housing, which is confirmed by the extraction from the State Register of rights to real estate.

The executive committee of the local council decides on deregistration of a person and members of his family.
