The main abuses used by agricultural stakeholders (project participants) are non-return of foreign exchange earnings. Minister of Agropolitics and Food Nikolai Solsky spoke about this in his interview to the Commander-in-Chief..
According to him, there are two main reasons why there is a problem of non-return of foreign exchange earnings.. One of them is old, because part of agribusiness has historically been in the shadows.. This is being fought, in particular, by introducing minimum tax liabilities per hectare of land, but still the problem exists.. The second is different exchange rates for cash and non-cash hryvnia, as well as delays in VAT refunds.
“This led to the fact that a significant part of the market worked in cash and did not officially return foreign exchange earnings, although it obviously did unofficially,” the minister said..
However, he added that agricultural associations had warned the government that the industry was close to a crisis..
“Most farmers were in the red last year. Of course, this led to a certain crisis, and it is clear that in the conditions of the war, our lending to the industry has decreased.. Their main problem now is liquidity.. There are not enough funds needed to run the business as efficiently as possible,” commented Solsky..
