The decision to leave Ukraine for drivers and volunteers from these categories is made by the Ministry of Infrastructure or the regional, Kiev city military administrations, if there is an appropriate justification for the volume of goods and the number of vehicles required for their transportation, in letters from any of these bodies, enterprises, institutions, organizations.

What threatens those who violate the rules of border crossing.
