Martial law: is it possible to travel abroad with an internal passport

Fleeing from the war, Ukrainians are leaving not only for safer regions, but also abroad. Lawyers of the Right to Defense Charitable Foundation told whether it is now possible to leave the country with an internal passport.

According to the Rules for crossing the state border by citizens of Ukraine, citizens of Ukraine crossing the state border is carried out at checkpoints across the state border and control points, unless otherwise provided by law, according to one of these documents, giving the right to leave Ukraine and enter Ukraine:.

passport of a citizen of Ukraine for traveling abroad;

diplomatic passport;

service passport;

travel document of the child (valid for the period for which it was issued);

seafarer's identity card;

crew member's certificate.

Traveling abroad on an internal passport for the period of martial law is possible for persons (women, children and persons with disabilities) evacuated from areas of hostilities.

Due to humanitarian circumstances and previously reached agreements with neighboring countries, the departure of citizens of Ukraine abroad under the conditions of the legal regime of martial law on the territory of Ukraine is carried out according to the internal passport document of a citizen of Ukraine. At the same time, lawyers recommend contacting the competent authority of the EU country where the trip is planned, and clarifying whether this document will be enough to enter this or that country.

It is also determined by the Procedure that children under the age of 16 can travel abroad if they have a passport of a citizen of Ukraine or a birth certificate of a child (in the absence of a passport of a citizen of Ukraine).

At the same time, the State Border Service draws the attention of citizens of Ukraine that in some cases, during their stay abroad, there may be an urgent need for a passport, determined by the legislation of countries, or during trips between different countries. Therefore, lawyers advise citizens of Ukraine to take into account different situations and, if possible, issue a passport for themselves even before crossing the border..

A foreign passport can be issued at any department of the State Migration Service or the embassy or consulate of Ukraine in the country of residence.
