In the course of supervisory activities, it was established that Sergey Sukhoguzov, deputy head of the administration (on economics), was appointed with violation of the legislation on municipal service.
So, August 4, 2014 in the administration of the Kamyshlovsky urban district Sukhopuzov was appointed chief specialist of the administrative and legal department, and on October 3, 2014 he was appointed deputy head of the administration of the Kamyshlovsky urban district.
In accordance with municipal regulations, qualification requirements are established for the employment of this position - a minimum of 6 years of municipal service experience or at least 7 years of experience in the field of economics is required.
However, as the prosecutor's office established, at the time of appointment of Sergei Sukhoguzov, the length of his civil service was 1.1 years, the work experience in the specialty (economy) - 2 years 9 months, which indicates a non-compliance with his qualifications for this post.
In connection with the foregoing, the prosecutor's office in the Kamyshlovsky district court sent a statement of claim demanding the administration of the city district to terminate the employment contract with Sergey Sukhoguzov.
The Kamyshlovsky district court satisfied the demands of the prosecutor in full, entrusting the administration of the municipality with the obligation to terminate the employment contract with the deputy head of administration (on economics).
Disagreeing with this decision, the administration of the municipality appealed against it to the Sverdlovsk Regional Court.
