Benefits for housing and communal services: who is entitled to them?

In Ukraine, certain categories of citizens are provided with benefits for paying for housing and communal services (HCS). Benefits are provided to persons who have the appropriate status, entitling them to a discount on fees for certain services defined by law. The Main Directorate of the Pension Fund of Ukraine in the Ivano-Frankivsk region told who can receive utility benefits and what their size depends on.

Who can receive benefits for utilities?.

The PFU explained that a discount on housing and communal services is provided in the amount of 100%, 75%, 50% or 25%, depending on the category of the beneficiary, within the social norm for housing area and social norms for the consumption of services.

Thus, without taking into account income, benefits are provided to the following preferential categories:.

persons with disabilities due to war of groups 1, 2, 3, participants in combat operations during the Second World War, who are 85 years of age or more (in the amount of a 100% discount on payment for housing and communal services, the purchase of solid and liquid heating household fuel and liquefied gas in cash, within the established standards;

combatants, injured participants of the Revolution of Dignity (75% discount);

families of fallen (deceased) war veterans and families of fallen (deceased) Defenders and Defenders of Ukraine (50% discount).

The Fund added that utility benefits for some citizens are provided depending on the total family income - provided that it per person does not exceed the amount of income that entitles them to a social tax benefit (the income limit to which the social tax benefit applies in 2025 is UAH 4,240).

Are family members of the beneficiary entitled to utility discounts?.

The PFU noted that in accordance with the laws of Ukraine, benefits for payment of housing and communal services apply to family members of the beneficiary.

The circle of persons belonging to family members of the beneficiary when providing benefits and making expenses from the budget for their payment is determined by Article 51 of the Budget Code of Ukraine:.

spouse, their minor children (under 18 years old);

unmarried adult children recognized as persons with disabilities of groups I and II since childhood or persons with disabilities of group I;

a person living with a person with a disability due to Group I war and caring for him, provided that the person with a disability due to war is not married;

disabled parents;

a person who is under the guardianship or trusteeship of a citizen entitled to benefits and lives with him.

The Fund added that benefits are provided to pay for housing services, expenses for managing an apartment building, utilities, and subscription fees for utilities.

What affects the size of the benefit?.

The PFU explained that the amount of benefits for housing and communal services is calculated based on the size of the discount to which the beneficiary is entitled by law, the number of family members who have such a right in accordance with legislative acts and determined by Article 51 of the Budget Code, and taking into account established prices/tariffs (contributions) and state social standards in the field of housing and communal services.

Benefits for payment of utilities for the supply of thermal energy, supply and distribution of natural gas, supply and distribution of electricity for centralized, autonomous and individual heating are calculated in April and October, taking into account the duration of the heating season from October 16 to April 15 inclusive.

In the event of circumstances affecting the provision of benefits and their amount, the beneficiary is obliged to submit a new application within 30 calendar days.

personally through the service center of the PFU, authorized officials of the executive body of the village, town, city council of the relevant territorial communities, centers for the provision of administrative services;

by mail to the address of the Foundation body;

online - through the PFU electronic services web portal, the Pension Fund mobile application, the Diya application.
