Power outages in winter: Kyiv is preparing evacuation for 200 thousand Kiev residents

In Kyiv, they are compiling lists of residents who may need temporary relocation in the event of prolonged winter power outages. More than 200 thousand Kiev residents were included in these lists. These are mainly single elderly people, people with disabilities and families raising children with disabilities, Suspilne reports..

Only about two thousand people gave consent to such a relocation.. The Kyiv City State Administration emphasizes that the resettlement will be entirely voluntary. A person decides for himself whether to agree to it if, due to a prolonged lack of heating and electricity, staying at home becomes dangerous or he cannot independently provide for his basic needs.

According to Deputy Mayor of Kyiv Marina Honda, after last winter the city changed its approach to working with such residents.

“The main task is that social workers are assigned to houses and, if necessary, they have contacts and call immediately, and do not do this through announcements in crisis situations,” she said.

The decision to prepare such lists in advance was made after the experience of last winter. Then, in particular in the Desnyansky district, it was necessary to urgently evacuate lonely residents with limited mobility. The situation was complicated by the fact that many of these people actually did not live at their place of registration. Because of this, social services did not have complete information about those who could potentially need help.

The city is already identifying institutions where people from the prepared lists will be able to reside temporarily in the event of prolonged outages. Options include boarding houses, sanatoriums, hospitals and hotels..

According to the Kyiv City State Administration, more than 16 thousand children with disabilities, more than 160 thousand adults with disabilities and about 26 thousand single people live in Kyiv. It is these categories that may need additional help if, due to prolonged power outages and lack of heating, it becomes dangerous to stay at home.
