The Cabinet of Ministers has expanded the list of categories of damage in the International Register of Damage, according to which citizens, entrepreneurs and the state of Ukraine will be able to officially record losses caused by the full-scale aggression of Russia. Prime Minister Yulia Sviridenko announced this on Monday, June 1. Another 14 new destinations will be added to the list of categories. It will be possible to submit applications for them after the corresponding services become available in the Diya application. Currently, through Diya, citizens can submit applications to the Register for 21 categories. In addition to existing categories, citizens can record and in the future receive compensation for loss of access to medical care, access to education, other violations of international humanitarian law, human rights, laws and customs of war, as well as additional economic losses. Business owners can additionally record losses of cultural objects, costs of evacuation of assets, and other economic and humanitarian losses. The state will record the destruction of cultural heritage sites, environmental damage, theft of natural resources, humanitarian expenses to support the affected population, expenses for demining and cleaning up territories. The Prime Minister also recalled that the process of creating a compensation commission began in December 2025. As of today, the Convention establishing it has been signed by 38 states and the European Union. The International Register of Damages, created by Ukraine, the EU and 43 other countries with headquarters in The Hague, is one of the key international mechanisms for future compensation. Let us recall that in December 2024, the registry created in The Hague for victims of Russian aggression verified the first applications from Ukrainians for damages..
