Ukraine has already approved 3,296 housing vouchers for displaced people for a total of UAH 6.59 billion - these funds provide an opportunity to purchase housing up to UAH 2 million per family. First of all, IDPs from temporarily occupied territories (TOT) with the status of combatants can receive assistance, and it is allowed to use it to purchase an apartment or house or partially repay a mortgage. This was announced by the Minister of Development of Communities and Territories of Ukraine Alexey Kuleba. After the application is approved by the commission, the applicant receives a corresponding notification in the Diya application. The status “contact a notary” means that financing has been confirmed and the home purchase procedure can begin. After this, the person has 60 days to conclude an agreement - purchase an apartment or house, invest in construction or use the funds as part of the mortgage payment. The operator of the program is Ukrposhta, which checks the availability of funds and provides technical support for the process.

More than a thousand notaries who have undergone special training have also been involved in the work.. A housing voucher is a guarantee of funding from the state up to 2 million hryvnia, these funds can be used for:.

At the same time, there are certain restrictions, because purchased housing cannot be sold for 5 years, and the voucher itself is also valid for 5 years. The program has a clear social emphasis, primarily receiving funding:.

It is these categories that have priority in the queue, which is formed automatically - based on the date and time of application submission. Interest in the program was extremely high. Already in the first hour more than 5 thousand applications were submitted, and in the first day - more than 12 thousand.

In total, more than 37 thousand applications have been registered in the system, of which more than 27,600 have already been approved at the local level. After submitting a reservation request, it automatically goes into the electronic queue. If there are funds in the account, the system reserves them for the applicant.

If funding is temporarily unavailable, the application remains in queue and awaits the next receipt of funds.. An important point is that if a person has not used the reserved funds within 60 days, they are returned to the system and transferred to the next applicant.

The state has already allocated almost 6.6 billion hryvnia for the first stage, which makes it possible to provide housing for approximately 3.3 thousand families. At the same time, the government is working to attract additional funding - in particular, about 3.9 billion hryvnia. At the same time, according to Kuleba, the goal is to gradually expand the program so that all Ukrainians who have lost their housing due to the war can receive assistance..
