Let us remember that in his book about his work as national security adviser in the first Trump administration, John Bolton described in detail how in 2018 Trump, then the 45th president, was going to announce at the NATO summit that the United States would withdraw from NATO. Bolton, then-Secretary of State Pompeo, and then-Secretary of Defense Mattis urged him not to do this.. And how Trump abandoned the idea of \u200b\u200bmaking such a statement on the way to the hall where the NATO summit was taking place.

Trump's latest statement on NATO has several dimensions.

One dimension is whether he needs formal congressional authorization to leave NATO.? In December 2023, Congress passed the law on the US defense budget for 2024 and, apparently fearing Trump's possible return to the White House, the senators, when discussing the relevant bill, decided to include a clause stating that the president cannot make a unilateral decision on the US withdrawal from NATO and that to make such a decision, the president will have to enlist the support of 2/3 of the Senate, or Congress will have to pass a corresponding special law.

There is, however, a legal theory that calls this section of the 2023 law into question. And this theory actually has a pretty good basis.. And here's why. The fact is that Section 2 of the United States Constitution, which stipulates the powers of the president and the executive branch, says that the executive branch, that is, the president, can conclude international treaties of the United States with the consent of two-thirds of the Senate. But it does not stipulate that the president can withdraw from international treaties only with the consent of two-thirds of the Senate. And therefore, the legal conflict is that if, for example, Trump decides to withdraw from NATO, ignoring the 2023 law, such a decision will have to be challenged by his opponents in the courts, justifying their claims by the law adopted in 2023 and signed by then-President Joe Biden. These legal proceedings will drag on for a long time and will most likely reach the Supreme Court.. But it’s hard to say what decision the court will make and how long such court hearings can take place in courts of various instances.. American law is precedent-based, and there has still been no precedent when the president needed the consent of the Senate in order to withdraw from an international treaty. Therefore, the courts may or may not create a new precedent, citing the fact that the Constitution does not require the consent of the Senate for the US to withdraw from international treaties. However, it is clear that Trump, when he says that he does not need the consent of Congress, believes that the 2023 law does not comply with the Constitution, and he can check its compliance with the Constitution only by issuing an appropriate decree on withdrawing from NATO, so that the courts decide whether his decree or the law does not comply with the Constitution.

Another dimension of this problem is that Donald Trump has reaffirmed his views on both NATO and the United States' NATO allies.

No one sent official letters to the leaders of NATO countries. He constantly talks about NATO as something completely separate from the US. Does the President understand that the United States is a NATO member like 31 other countries Does he know that NATO was created at the initiative of the United States - at the initiative of President Truman? He hardly ever read the treaty that created NATO. Because if he had read it, he would hardly have been able to demand that NATO countries support the United States’ war against Iran. The NATO Treaty states that NATO is a purely defensive alliance, that NATO countries will fight together if one of them is attacked, since according to Article 5 an attack on one country is considered an attack on all. But at the same time, Article 1 of the treaty obliges all NATO countries to resolve controversial international problems with other countries peacefully, through diplomatic negotiations, and Article 8 prohibits NATO countries from taking actions that would be contrary to the NATO treaty and could drag other NATO countries into conflict.

Iran did not attack the United States, so Article 5 cannot be applied in this case.. Trump is unlikely to know about the only time in history that Article 5 was invoked following the attack by al-Qaeda terrorists on the United States on September 11, 2001, when. And all NATO countries agreed that this attack on the United States is an attack on everyone and fought alongside the United States in Afghanistan.

In the virtual world of the 47th president there are no allies at all, no values. In this virtual world there are 3 supreme rulers: Putin, Xi Jinping and, of course, himself. A world in which the United States has allies is absent not only in the head of the 47th president, but also in. It says that the average United States has interests, but nothing is said about its allies. It says that the United States needs a Europe in which countries do not depend on the European Union, it needs European countries in which far-right or right-wing populists are in power, it needs smooth, good relations with China, with which the United States can trade, it needs the same smooth, good relations with Russia with which the United States can also trade. And let those who are not satisfied with this “order” deal with it themselves.

Ukraine, in Trump’s understanding, should be in Russia’s sphere of influence and therefore must capitulate to Russia. And if she doesn’t want to capitulate, then, in Trump’s understanding, as he said on Monday, Ukraine will be like Lebanon. That is, this means that Ukraine will be bombed and it will live constantly under bombs, because it will be its choice. And the other choice Trump offers is surrender.. Surrender, in his understanding, is the right choice, because such a choice, he believes, would allow him to trade with Russia, but most importantly, earn the $12 trillion promised to him by Putin.

It must be said that in the real world the 47th president received a good response from both the leading NATO countries and Ukraine. Response from Germany and Canada, whose leaders spoke publicly about how, at the virtual G7 summit, the leaders of six countries and the EU unanimously rejected Trump’s demands to lift sanctions on Russian oil. Response from France and Great Britain, who gave a very warm welcome to President Zelensky. The response from Ukraine, which sent its specialists to combat Iranian drones to the countries of the Middle East that Donald Trump cannot protect from Iranian attacks, and disposing of a thousand or more Putin's volunteer killers every day.
