General mobilization and martial law continue in Ukraine. During this period, as in times of peace, citizens liable for military service must comply with the rules of military registration. Lawyer Roman Kichko, in an interview with Ukrainian Radio, said that he could face a threat to a conscript who updated the data in the Reserve+ application, received a summons to clarify it, but ignored it.

The expert noted that there is a lot of data to clarify. This is not only a phone number, a residential address.

“In fact, every second person liable for military service may have a trail of data that he did not specify, for example, 10 years ago. And this can be conditionally regarded as a continuing offense, because he didn’t do it then, he doesn’t do it now and it continues to this day,” he said.

Kichko emphasized that even if a person liable for military service clarified the data on time through “Reserve+” or the Central Administrative Service, this does not relieve him of the obligation to appear on the summons.

“That is, we have military registration rules, each of which stands separately from the other. Therefore, even if a summons arrives, when there is a delay, you need to appear. If a person does not appear because he, for example, believes that he has clarified his data, then this does not exempt him from liability, because the obligation to appear on a summons is separate from other rules of military registration, from other duties and, accordingly, for failure to appear on a summons there may be, firstly, a search, and it is automatic, and secondly, a fine if there is evidence of the delivery of the summons or it was returned with a certain mark. Then yes, a person can be brought to administrative liability in the form of a fine,” the expert concluded.
