Sense Bank announced the issuance of the first mortgage loan to an internally displaced person under a new state assistance mechanism, which is implemented by the Ministry of Social Policy and the Pension Fund of Ukraine within the framework of the eOselya program. The loan was received by Oleg Romanchuk, who was forced to change his family’s place of residence due to hostilities and purchase housing in one of the settlements near Kiev. It was thanks to a loan from Sense Bank and new conditions for receiving State aid that the dream became a reality.
The introduction of a state compensation mechanism allows program participants to receive support not only in the form of a preferential mortgage, but also partial reimbursement of expenses. According to the conditions, internally displaced persons and citizens registered in front-line territories who do not own housing (except for objects in areas of active hostilities) and have not alienated real estate during the last 36 months have the right to compensation..

The maximum cost of housing under the program is UAH 2 million, the minimum personal contribution is from 30% of its price.
To receive government assistance, borrowers must submit an application through the " After a positive decision of the Pension Fund, the bank makes a credit decision and informs the Pension Fund about its results. Government funds are credited to an escrow account opened for the financial institution at Sense Bank.
According to Orysia Yuzvyshyn, director of mortgage lending development at Sense Bank, cooperation with the Pension Fund of Ukraine is part of the bank’s strategy to expand partnerships with government institutions and increase the affordability of housing for citizens. She noted that supporting programs aimed at providing housing for socially vulnerable categories contributes to economic recovery and strengthening the financial stability of the country.
In 2025, Sense Bank has already issued more than 757 loans worth more than UAH 1.5 billion under the eOcelya program. The bank notes that interaction with government agencies will expand the coverage of the program and increase the number of citizens who will be able to take advantage of preferential financing conditions.
