State registration of ownership of real estate: what problems do citizens face?

Citizens of Ukraine use two key electronic services in Dii for state registration of property rights. We are talking about obtaining an extract about real estate from the State Register of Property Rights to Real Estate and entering ownership rights into the register, which has been operating since 2013, she said in an interview with the editor of the ZN society department. According to her, a large number of real estate properties that were bought, sold and privatized before 2013 turned out to be off the register.

Ryabukha points out that entering data into the register is relevant, since when submitting an application for “єєdnovlennya”, if property is damaged or destroyed, then information about it is checked in the State Register of Property Rights to Real Estate.

She explains that if there is no title to real estate in this register, then it must be included in this register.

Alla Kotlyar spoke about problems with this. She noted that this service is not agreed with the Bureau of Technical Information (BTI). Kotlyar shared her own experience: the state registrar BTI did not respond to an information request within 30 working days. She added that these are not isolated cases..

Ryabukha noted that the Ministry of Justice is aware of the problem and is trying to establish these processes. According to her, they have already been established in the Sumy and Zaporozhye regions.

" And Kyiv definitely too. There is cautious optimism that BTI will begin to provide information to state real estate registrars, and the service will start working in the near future, an agreement on information interaction will be concluded,” she emphasized.

The Deputy Minister of Justice noted that half of the BTI in Ukraine are already connected. The best situation with this is in Kharkov, where 23 thousand applications were successfully processed.

" Next Dnipropetrovsk region - almost nine thousand. In Zaporozhye there are almost five thousand, in the Kyiv region - 4158, and we understand that this is very little,” she adds.
