" In collaboration with the Ministry of Digital Development and the Ministry of Foreign Affairs, we are now developing a concept and an algorithm so that, using foreign documents on the birth of a child, parents can register him in Ukraine (this will not be completely automatic), issue him a foreign passport, assign a tax number, etc.. "
She called it one of the priority areas. Ryabukha points out that this is being done with the goal that in the future children who were born abroad could receive Ukrainian passports.
Can parents receive єMalyatko services if their child was born in temporarily occupied territory.
Ryabukha indicates that the parents have medical documents or a birth certificate issued by the occupation administration.
“In the practice of the European Court of Human Rights there is such a thing as the “Namibian exception”. . And this has been the cornerstone for us since 2014,” explained the Deputy Minister of Justice.
According to her, now this is being done through the court, the judge must evaluate the totality of evidence. She noted that since 2014 there have been attempts to simplify this procedure so that the State Civil Registration authorities themselves register the birth or death of a person. However, Ryabukha points out that there are too great risks.
“If in the case of a fake birth the risk is misuse of government assistance, then top terrorists, for example, can use a fake death ascertainment to avoid an international search. In the context of a full-scale invasion, it’s like opening Pandora’s box,” she points out..
