The National Association of the Proding Industry of Ukraine (Nadpa) turned to the chairman of the Verkhovna Rada Ruslan Stefanchuk, the heads of parliamentary factions and relevant committees with an appeal to provide a separate article of expenses for the financing of passenger transportation "

This is stated in the letter of the Association, which is at the disposal of the editorial office.

The Association notes in the appeal: the current model, when the losses of the passenger segment are overlapped by income from freight transportation, is destructive for both industry and the railway itself.

According to Nadia, in 2024, the profit of the UZ cargo segment amounted to about 20 billion UAH, but already in 2026 the predicted losses from passenger transportation can reach 24 billion UAH. This means that freight transportation resources are no longer able to block growing losses.

" This undermines the financial stability of the real sector enterprises, which are the basis of the country's export and foreign exchange earnings, ”the association noted.

In case of further increase in tariffs for freight transportation, enterprises will be forced to reduce production, and part of the business may close. This will lead to a decline in export, reduce foreign currency revenues and reduction of jobs. Therefore, "

Nadia also drew attention to international experience: in the EU countries, passenger transportation is funded from state or local budgets, and cargoes work on market conditions. It is thanks to this that European railways remain financially stable.

The Association proposes to create a long -term mechanism for financing passenger transportation at the expense of the state budget as a protected expense item.

" This is a matter of national security, economic sustainability and social justice. Ukraine cannot go the opposite way - transferring social expenses for industry and export -oriented industries. Such a model destroys the competitiveness of the economy and undermines the railway system itself, ”they summed up in the naga.

Earlier, the European Business Association also called on the government to lay compensation for the Ukrzaliznytsia in the State Budget-2026 for unprofitable passenger transportation. EBA emphasized that the current model of cross-subsidization contradicts European practice and reduces the competitiveness of cargo owners. Also there they advised to abolish the land tax for the bonds, because it does not exist in any developed country.

As it became known, in 2026, Ukrzaliznytsia plans to increase tariffs for freight railway transport by 37%to cover growing losses from passenger transportation. At the same time, according to economists, such an increase can lead to a drop in a cargo base by 15%, which will give UP only about 12 billion UAH of additional income. At the same time, losses for the economy will amount to UAH 96 billion and 36 billion UAH tax revenues.
