Representatives of the Ukrainian Industrial Complex called on the Government to provide in the state budget for 2026 expenses to compensate for the losses of Ukrzaliznytsia JSC from passenger transportation. The circulation notes: the current model, when the company is forced to cover costs by raising tariffs for freight transportation, is dangerous for both the UZ itself and for the economy of Ukraine as a whole.
This is stated in a letter to the Prime Minister Yulia Sviridenko, which was signed by representatives of the largest Ukrainian associations, including Ukrmetallurgprom, the Association of Ferroalloy Products, the Association of Cement Manufacturers, the All-Ukrainian Union of Production Materials and the Chemist Union of Chemists.
" This became the result of state regulation of tariffs and volume of transportation, which in fact do not cover real expenses. Ukrzaliznitsa is trying to compensate for this difference by raising freight tariffs, directly hits the industrial enterprises that are already working on the verge of loss -making, ”the letter says.
Industrialists emphasized that passenger transportation is the social function of the state, as well as the constituent capacity, because the UP provides sustainable logistics for the army and has billions of billion expenses for the maintenance of infrastructure. That is why, according to industrialists, regular compensation for losses should be carried out at the expense of the budget.

The document also notes that even in wartime, the freight segment remains profitable: in 2024 this profit amounted to UAH 20 billion. But already in 2025, he is not able to cover the growing expenses for passenger transportation, so industrialists offer two key decisions: to provide for the state budget-2026 expenses for regular compensation for losses from passenger transportation, as well as accelerate the preparation of the legislative framework to open the railway transportation market and allow private operators to infrastructure, as is happening in developed countries.
The participants in the appeal recalled that in May 2025 the government decided to allocate UZ more than 4.3 billion UAH financial support to ensure passenger and freight transportation in the conditions of martial law. BP also supported the initiative to send additional funds from the reserve fund.
" Otherwise, the railway system will degrade, and the economic stability and national security of Ukraine will be under threat, ”the industrialists summed up.
Earlier, the European Business Association also called on the government to foresee compensation in the state budget for Ukrzaliznitsi, as well as withdrawing land tax for the company - it was canceled in all developed countries of the world.
