The Verkhovna Rada proposes to change the system of medical examination of drivers. This is stated in the draft Law No. 13131. It is supposed to be the distribution of drivers and candidates for drivers who must undergo a medical examination and medical examination for two groups. Group I is proposed to include persons who will use the vehicle of categories A, A2, A2, AM, B, B1 and VE (motorcycles and cars) for their own needs, as well as candidates for machine operators and machinist tractor drivers. In group II - persons who will use the vehicle of categories C, C, C1E, D, D, D1 and D1E (trucks and buses) for their own needs, as well as drivers who relate to the personnel of the car carrier and car self -employed carriers. The project also proposes to replace the outdated system of issuing a paper medical certificate for an electronic medical withdrawal. The driver (candidate for drivers), based on the results of a medical examination, will receive an electronic medical conclusion about admission or prevention of health reasons for the transportation of a vehicle of the corresponding group. According to the explanatory note to the project, the system of medical examinations of drivers and candidates for drivers that currently exist in Ukraine was formed in Soviet times before the acquisition of independence by Ukraine. It does not correspond to the modern challenges associated with global processes of digitalization and depage. The introduction of an electronic medical output of the driver will ensure automation of accounting. The introduction of an electronic medical withdrawal for obtaining a driver’s license in the central database of the ECOZ will allow you to abandon the outdated paper form of a medical certificate of suitability to drive a vehicle (form No. 083/O). This will ensure the traceability and completeness of medical information about the patient in the electronic medical record, as well as the possibility of further providing information about the status of admission to management by information exchange between state institutions.
