The price of a USAID financing stop of all projects and programs in Ukraine is extremely high. The Directive of the State Department of the United States on the Audit agency for international development, and then the steps towards its liquidation were a thunder among the clear sky, an incredibly painful blow comparable to suspension from December 2023 to March 2024, weapons from the United States, which entailed.

In particular, the programs for the restoration of schools destroyed by the aggressor, hospitals, critical infrastructure, and rehabilitation of veterans stopped. In a word, everything that was financed by USAID or organizations dependent on American financing.

These are huge amounts: since the beginning of the full -scale invasion of Russia, USAID allocated to Ukraine 2.6 billion dollars. for humanitarian aid, $ 5 billion. for development and $ 30 billion. in the form of direct budget support. You can’t find such money inside the country tormented by the war.

But there are programs that cannot be stopped under any circumstances. In particular, the programs for support and rehabilitation of veterans, assistance to members of their families, families of the dead, prisoners, missing. You can’t just write out the wounded from hospitals because there is no money for long treatment. You can not turn off the “hot lines” and stop targeted assistance: you cannot “forget” about veterans, such “forgetfulness” will immediately shit there, at zero, demotivating the defenders.

“We are a non -profit communal enterprise, a multidisciplinary cluster hospital that provides urgent and specialized medical care, intensive treatment methods,” says Maryana Svirchuk, Executive Director of Lviv TMO No. 1. - We have created the National Rehabilitation Center " We have a hospital open within the hospital, the psychiatric department - separately for adults for children, and the center of mental health. That is, on the basis of our hospitals there is an integrated approach to the treatment of military injury. These are educational programs, scientific, research; providing hospitals in what we cannot do at the expense of state funding.

This year we had a large grant from IREX related to the training of staff, prosthetics and rehabilitologists. Planned to do a lot to teach specialists in the field of suicids and the treatment of psychological injuries. Many specialists from Europe, Great Britain, Israel agreed to come to us. But now, unfortunately, we must refuse them because we do not have funding.

This means that doctors will not have the necessary tools for the treatment and rehabilitation of veterans. But there are no internal sources of financing today in Ukraine - the National Health Service sends funds for which we barely pay wages.

I will explain in the numbers: the patient we receive from the NSZU, cannot be in the hospital for a long time. This is not unique to Ukraine - these are the requirements in almost all medical insurance systems. It is unique for us different: patients with military injuries, and we have more than 500 in the association, are sometimes in hospitals for about 6–7 months. We are looking for alternatives, but.

Public Organization "

“I can speak on behalf of the two organizations that I head today,” explains the head of the board of the public organization Prostir of Coarse, and the chairman of the Public Union “Coalitzi Veteran Spacious” Oksana Kolyada. - The public organization works at the national level in the field of veteran affairs. We are co -authors of the concept of veteran policy strategy, which is approved by the government. Actually, we are an immovable partner in the Ministry of Veterans for the implementation of a new profession in the country. This is a specialist in support of veterans, demobilized persons. We have joint projects with many departments: with the Ministry of Health, the Ministry of Economy, the Ministry of Social Policy, Minvrevet.

Another organization that I head is the public union " It was created back in 2021. It has 26 organizations, 25 - inside the country, one veteran space abroad, in Germany.

These organizations provide psychological assistance services, legal support, work with the families of military, missing, dead, those who are in captivity. As part of the coalition, mobile groups also work, which have the task of getting even to the most distant settlement to provide the services of our target audience. That is, we cover almost the entire territory of the country.

Of course, in connection with the Decree of the President of the United States, we are forced to suspend some of our activities. We cannot start training in support specialists of veterans and demobilized persons, as well as training family doctors to interact with veterans. Forced to adjust the work of our mobile groups, because they were also partially funded from American means.

Do not stop, namely to adjust, because we have differentiated financing from our partners. American funds concerned wages about 40 experts in eight regions of the country. That is, these are eight mobile groups, about 40 people. The business finances the purchase of cars and fuel, mobile groups continue to provide services, but their employees do not receive wages. We definitely decided for ourselves that we could not stop the activities. How the organization’s management is now doing everything to find resources and pay wages to employees.

“We have been working since 2018. We support warriors and their loved ones: wives and husbands, beloved people, family members, ”says Olga Kucher, director of the services of the services of the non -profit organization Veteran Hube. - Our goal to make sure that after returning to civilian life, veterans feel in society as in demand as in war. We strive to help them find their own path.

We work for warriors and their loved ones, family members. We provide services in three directions: legal, psychological, search for calling (work, education, hobbies). Qualified specialists in law, psychology and social work work with veterans. Consultants analyze the individual needs of the one who turned, and then attract those specialists who will provide the necessary support to this particular person. We provide support online, using mobile offices, as well as in spaces in Kyiv and Vinnitsa.

After the financing stopped the Directive of the State Department of the United States, they were forced to stop the office work in Vinnitsa. But, fortunately, not for long. Business responded, Ukrainians responded. We are grateful to everyone for the help, whether it be 5-10 or hundreds of thousands of hryvnias.
