Administrative Council of the Bank of Development of the Council of Europe (BRSA, SENT) at a meeting on January 31, 2025. He approved the decision to provide a loan of 50 million euros to finance the program to provide housing for citizens of Ukraine - internally displaced persons (IDP).

This will allow the Derzhmolodzhlo Foundation to continue providing Ukrainians belonging to the category of IDPs on their own housing on the most affordable conditions.

In total, with the financial support of Brre during 2025, 1460 Ukrainian families from this category will be provided with their own housing.

The mechanism of the current project “Residential premises for internally displaced persons” is taken as the basis for the implementation of the new program, which is implemented with the financial support of the German government through KFW Bank. Since 2021, within the framework of this program, more than 1 thousand. families of internally displaced persons acquired their own houses on the most favorable conditions in Ukraine. Families receive loans in Derzhmolodzhlo at a constant rate of 3 percent per annum for up to 30 years with a minimum first contribution of 6 percent of the cost of housing, which the borrower himself selects.

Cooperation with a new powerful donor of projects for supporting Ukrainians during the war - the Bank for the Development of the Council of Europe opens up wide opportunities for financing housing programs for internally displaced persons in our country. In 2023, our state became the 43rd member of the BRSE.

There is a hope that cooperation with BRS will open a new page in providing Ukrainians and Ukrainians who have influenced war, their own housing on the most acceptable conditions in our state.

Recall that the Verkhovna Rada in November 2024 adopted as a whole bill No. 11281 to ensure housing rights of internally displaced persons. The document provides for the implementation of the All -Ukrainian inventory of real estate objects of state, communal and, with the consent of the owner, a private form of ownership, which can be used to ensure GUP housing.

The data obtained will become the basis of the information database of housing suitable for living in the form of a public interactive card. The database will contain information about the technical condition of housing and its photo, as well as the number of places for living, the volume of potential investments for bringing to proper condition for living.

Using such a card, they will be able to choose an object where they would like to live. And the authorities - to communicate with international organizations on the necessary repair of a particular object and its commissioning.
