Money for renting housing for immigrants: the expert told why payments can be canceled or not appointed

Rental subsidies for IDPs (internally displaced persons) will not be available if the landlord is already receiving government assistance, and the lack of formal contracts due to the gray market also makes payments impossible. The average subsidy amount depends on the region, but most often ranges from 3000-7000 hryvnia per month.

The head of the Association of Young Higher Professional Education Arkady Petrosyan spoke about the problems of housing subsidies for displaced people in a media commentary. From January 29, 2025. an updated subsidy program for IDPs starts in Ukraine.

The subsidy is provided to those renting housing, and the amount of payments depends on the level of family income, the number of its members and the cost of rent. At first glance, this looks like an effective support mechanism. But there are important aspects that significantly limit the availability of subsidies for many IDPs. One of the main problems is that the rent subsidy has no effect if the apartment owner is already receiving some other assistance from the government. As Petrosyan notes, most of the landlords, especially pensioners, have a subsidy for utility bills. This automatically makes rented housing unsuitable for obtaining subsidies of IDS.

“Many displaced people are trying to find cheap housing from pensioners, but due to apartment owners receiving subsidies for utilities, IDPs lose the opportunity to apply for a rental subsidy,” explains Petrosyan.

Another serious problem is that most housing rental transactions in Ukraine are not officially registered. Apartment owners do not want to enter into agreements with resettlers, even with tax compensation from the state. There are several reasons:.
