The Ministry of Defense has developed a qualification system for unmanned aerial vehicle operators, consisting of four basic qualification levels (BKU). Entry level BKU I is designed to control micro- and mini-UAVs. It allows visual flights in ICAO class E, F and G airspace at an altitude of up to 900 meters above the ground. The operator must understand the basics of aviation meteorology, know the characteristics of his drone and have basic navigation skills. The second level of BKU II expands the control capabilities of small Class I UAVs and adds access to Class D airspace at an altitude of up to 1,500 meters. At this level, there are requirements for working with radar stations and advanced flight planning taking into account wind at different altitudes. BKU Level III provides access to control of tactical UAVs in all airspace, except class A, at an altitude of up to 5500 meters. The operator must be able to control instrument flight, operate collision detection and avoidance systems, and perform takeoffs and landings at various airfields.. The highest level of BKU IV gives the right to control operational and strategic class III UAVs in any airspace and under any weather conditions. The operator must be proficient in instrument flight, satellite communications, and air traffic control.. Each level contains a clear list of knowledge, skills and competencies of the UAV operator. It is noted that for non-line-of-sight flights, BKU level IV is required, regardless of the size of the drone. Each subsequent level includes all the requirements of the previous ones and requires completion of appropriate training with demonstration of practical skills.
