At the beginning of June, Law No. 3054-IX of 11. 04. 2023, which introduces changes on certain issues of processing some personal documents, as well as entering information about the registered or declared place of residence in the territory of Ukraine temporarily occupied by the Russian Federation and in the territories where hostilities are taking place.

What will change for IDPs in June.

Persons who have a registered or declared place of residence in the WTO, as well as in the territories where hostilities are (were) underway, can, at the place of application of a person in the State Migration Service, issue or exchange identity documents and confirm citizenship of Ukraine or documents that certify. And also paste a photo in the passport of a citizen of Ukraine.

Information about the registered or declared place of residence in the WTO, as well as in the territories where hostilities are (were) conducted in the Unified State Demographic Register, will be entered on the basis of:.

documents confirming the registered or declared place of residence;

information entered in the documents of the person to be exchanged;

information from the State Register of Voters;

information from the departmental information system of the State Migration Service;

information from the State Register of civil status acts of citizens;

information from the Unified Information Database on Internally Displaced Persons.

A person whose place of residence is registered or declared in a dwelling located on the territory of Ukraine temporarily occupied by the Russian Federation, as well as in territories where hostilities are (were) underway, may declare or register his place of residence without deregistration of his place of previous residence.

That is, such a person is not subject to the general rule that a person can have only one registered/declared place of residence.

Such changes are valid only for the period:.

temporary occupation of the Russian Federation;

attribution of territorial communities to the territories in which hostilities are conducted.

For the period of temporary occupation of the territory of Ukraine by the Russian Federation or the assignment of territorial communities to the territories in which hostilities are (were) conducted, the registered or declared place of residence of the child is considered to be the registered or declared place of residence of his parents or other legal representatives or one of them with whom the child lives.
