All applicants must have a vocational, vocational higher or higher education and not be registered with the employment service as unemployed.

The following are eligible to receive a voucher:.

citizens over 45 years old, whose insurance experience is at least 15 years;

dismissed from military service (except for military service), service in the internal affairs bodies, the State Service for Special Communications and Information Protection, civil protection bodies, tax police, the Bureau of Economic Security or the penitentiary service;

IDPs of working age in the absence of suitable work;

persons in respect of whom the fact of deprivation of personal freedom as a result of armed aggression against Ukraine has been established, after their release;

persons with disabilities in the absence of suitable work;

persons who, during the period of martial law in Ukraine, were injured or injured as a result of military aggression.

You can study with a voucher in 70 professions and specialties, in particular, IT technologies, construction, transport, industry, medicine. It is only necessary to independently choose a profession, an educational institution within Ukraine and the form of education: full-time, part-time or distance learning.

A voucher for a change of specialty gives a person the right to receive free training in educational institutions or with an employer according to the list of professions and specialties approved by the Ministry of Economy.
