Permanent care is a form of care for persons with various physical or mental disabilities that requires the constant presence of a caretaker to provide the necessary assistance and support.. Only a person who receives compensation for the provision of social care services on a non-professional basis can be officially considered a caretaker.

One of the categories of people eligible for care services are senior citizens with cognitive impairments.. How to take care of the elderly.

Before starting the procedure for obtaining permanent care, an elderly person must contact a family doctor and, on his referral, go through a medical advisory commission (MCC) to determine the need for permanent outside care.

Further, a person who wishes to provide care on a non-professional basis and, accordingly, receive monetary compensation for these services, must contact the Center for the Provision of Administrative Services (ASAP) with the following documents:.

statement of consent to provide social care services on a non-professional basis;

declaration of consent to receive social services;

passport of a citizen of Ukraine or other identity document;

conclusion of the medical commission of a medical institution regarding the need for care of elderly citizens due to cognitive impairment in the form approved by the Ministry of Health;

the right to income and property status (filled in on the basis of income statements of each family member);

residence registration certificate.

The TsNAP, which accepts applications for consent to provide social care services on a non-professional basis and for consent to receive social services with the necessary package of documents, registers such applications and no later than the next working day by means of telecommunications, in particular electronic communications, sends the completed personal file of the individual providing.

The authorized body, within two working days after receiving the relevant applications, in the presence of all necessary documents, carries out a comprehensive determination of the degree of individual needs of a person in need of the provision of social services. Based on the results of a comprehensive determination of the degree of individual needs of a person in need of the provision of social services, the authorized body prepares a conclusion on the appointment or non-appointment of a person as a permanent caretaker.

Who Can Get Care Payments.

Compensation for providing social care services on a non-professional basis is affected by the average monthly gross physical income of the person intending to provide care.
