If everything meets the requirements of the law, the child welfare officer submits an electronic request to the regional, local center of social services for the applicant to complete a training course on raising orphans and children deprived of parental care.

After that, the Children's Service prepares an opinion on the possibility of the applicant or applicants to be adoptive parents.
