Top reasons why Ukrainians end up in the Register of Debtors

The open data platform Opendatabot found out how the number of Ukrainians listed in the Unified Register of Debtors changed during the war and the top reasons why Ukrainians can block money in their account. The corresponding infographic is published on the platform website.

Opendatabot assessed these statistics in the context of two important changes that have occurred recently: the government allowed blocking debts up to UAH 100,000 on the debtor's account, and private executors got the opportunity to send electronic payment instructions / write-offs for execution to the bank.

At the same time, according to statistics, since the beginning of the Great War, the number of debts in the Unified Register of Debtors has increased by 615 thousand or 8%.. For comparison, in 2021, the annual increase was almost 1.5 million debts or 29%.

So, in May 2023, the number of debts crossed the limit of 8 million, while in February 2022 there were 7.44 million..

Almost a quarter of all debts - 24.6% - is the collection of funds in favor of the state. By February 2022, the number of such debts grew by only 2%.

More than a fifth of all debts - 21.4% - appeared due to unpaid fines for traffic violations on time. In total, during the full-scale war, the increase in the number of such debts amounted to + 23%.

The biggest decline in debt since the start of the great war has been in the category of " Their number decreased by 29% by February 2022. In total, the share of these debts is 18%.

The most progressive was the category of debts for the payment of fines for administrative offenses. During the period of a full-scale invasion, their number increased by more than 27%. Now 18% of entries in ERB appear for this very reason..

More than 22% increased the number of debts for communal. As of May 2023, their share in the total amount of debts is 8%.

The least numerous, as in previous years, remains the category of alimony debts - a little more than 2.5% of the total number of debts. Since the beginning of the full-scale war, the number of child support debts has increased by 5%.

Recall that the Unified Register of Debtors includes citizens and companies in respect of which private and state executors have opened enforcement proceedings for failure to comply with court decisions, non-payment of fines, late payment of debts to banks, etc..

In Ukraine, a number of sanctions are provided for debtors, including restrictions on opening new bank accounts and blocking current ones, a ban on traveling abroad, the impossibility of registering various agreements through notaries, and others.. At the same time, such punishments also have “image” consequences, because the specified register is public, and therefore the information in it can be checked, in particular, by employers when hiring.
