The Decree entered into force on the day of publication and is valid until April 30, 2023.

The Regulation applies to the following electricity market participants:.
data communication system operator;
distribution system operators;
electricity suppliers;
consumers (except household).
At the same time, according to the document, the government allowed transmission system operators, when initiating power outage schedules, to increase for oblenergos (distribution system operators, DSOs) the volume of electricity consumption for imported volumes.
Oblenergos, in turn, must warn transmission system operators about consumers who will be supplied with imported electricity, and not apply shutdown schedules to such consumers.

To avoid manipulation, hourly outage schedules will not apply if the consumer imports volumes not less than own consumption in September 2022 (before enforcement of power supply restrictions).
In addition, at the request of the electricity supplier, the oblenergo must, within three days, submit a list of consumers that have an automated system for commercial accounting of electricity, and for which there is a technical possibility for distribution systems not to apply shutdown schedules in the event that imported electricity is supplied to such consumers.
