Ukraine will create a single state database of DNA

On July 9, the Verkhovna Rada adopted the law “On state registration of human genomic information”, which provides for the creation of a unified state database of DNA.

The purpose of creating such a database is to improve the work of law enforcement agencies of Ukraine in preventing, detecting, solving and investigating crimes against life, health, will, sexual freedom and inviolability of citizens, as well as other crimes and offenses, searching for missing persons and identifying unidentified corpses.

Both mandatory and voluntary DNA registration is provided.

The DNA of such people will be required to be registered:.

brought to criminal responsibility for committing intentional crimes against the life, health, sexual freedom, sexual inviolability of a person, in respect of which a measure of restraint has been chosen;

who have committed crimes against the life, health, sexual freedom, sexual integrity of a person, to whom, by a court decision, compulsory medical measures have been applied;

convicted for committing intentional crimes against life, health, sexual freedom, sexual inviolability of the person;

convicted and serving a sentence of imprisonment or having an unexpunged or outstanding conviction for committing grave or especially grave crimes, as well as all categories of crimes against sexual freedom and sexual inviolability of a person;

unidentified corpses;

the missing;

close relatives of missing persons.

It is also proposed to establish a mechanism for the selection of biological samples of persons who voluntarily enter or are called up for military service and military personnel, if necessary, ensure their further identification..

According to Deputy Minister of Internal Affairs of Ukraine Igor Bondarenko, the adoption of this law is especially important now, when the Ministry of Internal Affairs is conducting molecular genetic studies related to war crimes of the military of the Russian Federation on the territory of Ukraine.

“During the four months of the war, more than 6,000 identity examinations were scheduled, of which about 40 percent have already been completed.. That is why it is now extremely important to create a tool for accumulating and systematizing this information, granting it a legal status for use as an evidence base in the process of proving the crimes of rashists against Ukraine,” Bondarenko explained..
