The Verkhovna Rada voted for bill No. 6485 " What will this law change in urban planning, said Elena Shulyak, head of the Servant of the People party.

The bill is one of three designed to provide a systematic approach to rebuilding cities affected by Russia's war against Ukraine.. In particular, these are bills No. 7282 (a comprehensive plan for the restoration of regions), No. 7398 (civil security in urban planning) and No. 6485 (construction of new energy-efficient housing).

Draft Law No. 6485 is aimed at a comprehensive renewal of the sphere of thermal modernization of buildings in Ukraine. In addition, the state will now participate in improving energy efficiency. This is in particular about:.

simplifying the procedures for considering an application for partial reimbursement of the cost of energy efficiency measures;

introduction of the possibility of phased financing of thermal modernization projects;

opportunities to finance those types of work (no more than 10% of the cost of the entire project, the list of works is approved by the Energy Efficiency Fund) that are not related to energy efficiency, but are necessary for the implementation of the building thermal modernization project.

Also, new requirements for energy efficiency will be introduced in Ukraine. In particular:.

minimum requirements are subject to revision at least once every 5 years; the minimum requirements for energy efficiency are differentiated depending on the functional purpose of buildings, the height of buildings, and the type of construction;

minimum energy efficiency requirements apply for new construction, reconstruction, major repairs.

Among other things, from the moment the law comes into force, the thermal modernization of the building will not be recognized with partial insulation of the facade. Insulation should be systemic - integral for the whole house.

The regulation on the certification of persons who intend to carry out activities for the certification of buildings will also change, as well as a new standard will be added establishing the energy management system for buildings.

It is important that the bill destroys the schemes of abuse by utility service providers for the adoption of a commercial metering unit (common house meter) for subscriber registration. It is determined that payment in the case of installing a common house meter is made only according to the meter readings, from the moment it is actually installed.

Recall that earlier the Verkhova Rada adopted Law No. 7398 " Therefore, developers face new problems.

Three new registers in the field of real estate accounting will also be created in Ukraine.
