Since the beginning of the full-scale Russian-Ukrainian war in Ukraine, 264 institutions of various subordination were completely or partially evacuated from dangerous zones, where children were kept around the clock. But this is not even half of the establishments whose children need to be taken to a safe place.. About the problems that evacuated families faced, what happened to boarding schools and why it was not possible to evacuate all the children, in an interview with ZN. UA was told by the presidential adviser for children's rights and children's rehabilitation Daria Gerasimchuk. Alla Kotlyar talked to her.
“We analyzed data on 702 institutions of various subordination (MoH, MES, Ministry of Social Policy, non-state form of ownership), in which children were around the clock. According to the latest information presented a week ago at a meeting of the Coordination Headquarters, 264 of these establishments made a partial or complete evacuation. Within Ukraine, 83 institutions were evacuated: 42 - Ministry of Education, 13 - Ministry of Health, 26 - Ministry of Social Policy and 2 - non-state form of ownership. Abroad - 181 establishments: 97 - MES, 8 - Ministry of Health, 63 - Ministry of Social Policy and 13 - non-state form of ownership. In total, more than 6,000 children were evacuated from round-the-clock establishments.. A little more than two thousand of them in Ukraine. These numbers are increasing daily.. That is, a large number of establishments were evacuated,” Gerasimchuk noted..
According to her, the monitoring of establishments moved to other regions of Ukraine is carried out by the ministries in charge of them.. According to the latest data, the needs of all establishments are practically met. Sometimes there is a need for some seasonal clothing. But almost instantly it is closed by the charitable sector..
“There are certain problems in providing children with gadgets.. The Ministry of Education monitors all institutions in Ukraine on the possibility of connecting children to distance education. All children displaced in Ukraine are as safe as possible,” added the Commissioner.
However, she noted that, unfortunately, there is a certain list of institutions, for security reasons, which cannot be named, for which the government of Ukraine is now trying to organize humanitarian corridors, and take out children, among whom there are complex, complex diseases..
“These are establishments that are located in the temporarily occupied territories. There is a connection with the management of institutions. There is an understanding that there is no humanitarian catastrophe yet, but the children are definitely in great danger and need to be taken out. Unfortunately, there is no agreement on humanitarian corridors yet,” the authorized representative noted..

At the same time, according to the Ombudsman Lyudmila Denisova, for more than two months of a full-scale war, over 2,000 Ukrainian orphans and deprived of parental care were taken to Russia by the invaders.
At the same time, when asked why it happened that these institutions found themselves in such a situation, Gerasimchuk noted that “one cannot say that there is one problem”.
She explained that part of the reason was the reluctance to leave of some foster parents and GBST. Someone was afraid to leave the house, someone's relatives needed special care. Someone was in no hurry, hoping that the trouble would pass, because it was quiet. But sometimes, as the commissioner said, the situation changes instantly..
“Somewhere, perhaps, we have not finalized. Somewhere, the military-civilian administrations responsible for the evacuation and making the decision to move the establishment were sure that everything was fine and the establishment was safe.. Somewhere the employees of these institutions are not ready to accompany children. Cases are different everywhere, and absolutely individual,” Gerasimchuk said..
She added that child services have worked with such caregivers. And such cases, according to the Commissioner, are not massive.. And this is not the case when the educators deliberately sabotaged the evacuation.
“But, for example, it is believed that the family form of education is still a family.. There were isolated cases when parents-educators for some reason could not leave, and children were evacuated along with institutions or organized groups. Meanwhile, moving in itself (whether in Ukraine or abroad) is a great psychological trauma for a child.. This is not a vacation trip and lasts long enough,” Gerasimchuk noted and added that cases when children stay in dangerous places are often a pretext for manipulation by the enemy, remain.

It should be noted that at the beginning of the war, boarding schools of the Ministry of Education again sent children home. Just like it was at the beginning of quarantine two years ago. Gerasimchuk explained this by saying that when children have parents who are not deprived of parental rights, then these are parental children..
“For example, a child studied at a special school. During martial law, he must be with his family. Another thing is that there are cases when a child was in the process of depriving parents of parental rights.. For example, about the inadequate participation of parents in the upbringing of the child. There are children who were in institutional care because the family had difficult life circumstances. Children who could return to their families were returned, ”explained Gerasimchuk.
However, there is a group in the Ministry of Education and Science that monitors the condition of these children.. The Commissioner noted that the government was taught by quarantine, when all children were sent to their parents, and there were certain problems. At the Coordinating Headquarters, this issue is also kept under control, where the children are, in what condition. If there are any problematic points, they are solved. During the war, this issue was raised several times..
It was reported that more than 650 children suffered in Ukraine as a result of a full-scale armed aggression of the Russian Federation. According to official figures from juvenile prosecutors, 229 children died and more than 421 were injured.
