The Verkhovna Rada of Ukraine adopted bill No. 7282 on simplifying the construction of structures intended for the life support of persons who lost their homes as a result of the war. 265 deputies voted for protested by architects and representatives of local authorities.

According to her, the adopted amendments to the legislation regulating urban planning activities prioritize the restoration of territories affected by battles and emergencies.. In particular, each community must approve and submit its comprehensive recovery program.
“Such a program should contain a general description of the settlement or territory for which it is being developed, as well as information about the need to prepare the territory and the damage caused to public, housing, engineering infrastructure, and production facilities,” Shulyak assures..
The peculiarity of the bill lies in the fact that they are allowed during martial law to establish and change the intended purpose of a land plot of state and communal property. The Servant of the People assures that this is prescribed for the construction of temporary housing and the placement of evacuated industries.
At the same time, last week the National Union of Architects, on behalf of the entire architectural community of Ukraine, issued a statement about the lack of transparent information and data necessary for the formation of urban planning policy in the conditions of war.
“What we now see on the part of the Ministry of Regional Development and other state institutions is the closeness of many processes and the lack of public administration and coverage of information regarding urban planning policy in the country during the war. We do not see a comprehensive picture of what work is going on, the exact number of migrants by country and regions, the number of internal and external migration, which in turn dictates the demand for additional housing and social infrastructure (schools, kindergartens, hospitals, etc.)..
