A number of Ukrainian expert organizations have developed recommendations on how to neutralize Russia's energy policy, which the aggressor country uses as a weapon against the world and against European states in particular. The text of the recommendations is at the disposal of ZN. U.A..

" It wasn't made in time. Now we need quick solutions so that Russia does not continue to use energy as a weapon against both Ukraine and the EU,"

It is noted that the ability to limit Russia's access in the energy sector to infrastructure, to funds, as well as to possible new contracts and opportunities to continue its propaganda, are the main levers of influence.

In particular, experts advise taking 10 urgent steps:.

Importing countries should minimize purchases of energy carriers of Russian origin. Not all countries can afford to immediately completely abandon Russian oil or gas. However, all countries can put Russia last in the list of countries from which imports can be made..

The EU should take over the management of gas storage facilities in the EU controlled by Gazprom. In 2021, Gazprom did not fill its storage facilities, which was one of the reasons for the increase in prices in the EU. It is also necessary to ensure joint management of the Ukrainian GTS with the EU, its use as a backup storage for Europe.

The EU should confiscate assets owned by Russian energy companies or transfer them to temporary management by its national concerns. This applies to gas pipelines, chemical industry facilities, power generation, oil refining.

Countries around the world should stop cooperation with Rosatom and its subsidiaries. Dependence on Russia in nuclear energy is exactly the same as dependence on Russia in the gas sector.

Well-known international PR agencies should stop working with Russian energy companies such as Gazprom. The agitation for the construction of Nord Stream 2 in Europe is a very vivid example of how much money the Russian authorities invested in information propaganda.

The EU must force Russia to comply with European legislation and provide access to gas supplies from Central Asian countries.

EU and US should require more transparent reporting by Russian energy companies. It was the opacity of their work, ignoring ESG standards (environmental, social and managerial) that made it possible to extort hundreds of millions of dollars in preparation for war, enrichment of power, corruption, illegal seizure of territories of other countries.

Countries with special business conditions (offshore zones) must close all offshore companies with Russian ultimate beneficiaries. It is offshores that are a way to withdraw Russian money from the zone of public control.

Major oil and gas giants must continue withdrawing from Russian projects in order not to share new technologies for the development of natural resources with Russia. The first companies - BP, Equinor, Exxon - have already begun to curtail their business with Russia. It is important that other large companies do this as well..

The US, EU, Japan and other countries should prohibit banks from issuing loans for energy projects in Russia or jointly with Russian companies, prohibit the export of modern technologies so as not to create opportunities for Russia to circumvent sanctions due to manipulation.

It is also noted that a separate global area of \u200b\u200bwork should be the creation of universal mechanisms to prevent foreign politicians from receiving Russian funds and occupying positions in Russian companies..
