Four Russian athletes are suspected of doping, among them two Olympic champions.
This was reported by the Independent Body for Athletics Integrity (AIU).
Punishment threatens the winner of the Olympic Games 2008 in high jumps Andrei Silnov and the gold medalist of the 2012 Games in hurdles Natalia Antyuh.
Also under suspicion are thrower hammer Oksana Kondratyeva and runner Elena Soboleva.
AIU conclusions were based on a report by Richard McLaren, which presents the results of an investigation into Russia's activities to introduce a doping system in the country.
The final decision on athletes will be made by the Court of Arbitration for Sport (CAS).
Earlier it was reported that the Russian hockey player received a lengthy suspension for drug use.
