On the eve of a single voting day on September 9, candidates for senior government posts in all regions of the country responded to the appeal of the Union of Russian Investors to comment on the misconduct of the Central Bank on revoking licenses from commercial banks. Representatives of the organization defending the interests of clients of credit institutions proposed in mid-August to the politicians going to the polls to express their attitude to the policy of the Bank of Russia and to tell how they intend to protect the interests of voters who, by the will of the regulator, lost all their savings or means of subsistence. The message noted that such a response requires a "three millionth electorate" consisting of those who lost their deposits in liquidated banks, worked at enterprises that were ruined after losing money on accounts, as well as family members of the victims of the Central Bank. The appeal was received from a significant number of representatives of various political forces. Support for the ruined depositors was expressed by candidates from different regions and parties, applying for a variety of positions. "The central bank should be controlled by the state," said Ilya Kleymenov, a candidate for Duma deputies from the Communist Party of Russia, who was running in the Tver region. However, he said, this is difficult to achieve, since "opposition parties are not represented in parliament very well, and the rest of the representatives do not care about the interests of voters". A candidate for Duma deputies from the LDPR, a deputy of the Saratov Regional Duma, Dmitry Pianykh, also spoke about the problem of CBA's lack of control. In his opinion, the regulator should be made accountable to the lower house of parliament.

"Deputies represent the interests of citizens. Therefore, if people suffer from any body, the State Duma has the right and must resolve these issues within its authority, "the politician said.. The candidate for the governors of the Pskov region from the "Party of Growth" Igor Romanov suggested that "uncontrolled recall of licenses from banks" may be a disguised scheme for the withdrawal and laundering of money.

The politician suggested asking the leadership of the State Duma about "why no parliamentary investigations of such cases were conducted". Romanov proposed "to strengthen control over the Deposit Insurance Agency, since it was created to guarantee compensation to those who lose funds". The demands of the Union of investors were also joined by candidates for the governors of the Moscow region Boris Nadezhdin and Lilia Belova, candidate for Moscow mayor from the LDPR Mikhail Degtyarev and many others.
