Natalia Poklonskaya proposed to add the deputy mandate. For not supporting the pension reform. The very one that then Putin himself did not support, writes Pavel Kazarin to the column on "Crimea. Realities ".

Still, Natalia Poklonskaya is a child of the Ukrainian system. The one in which the verticals are low, castes are arbitrary, and the estate has elevators. It is in the Ukrainian parliament members of the faction have a margin of flexibility - and the right to own opinion. And in the Duma they have the role of wooden soldiers. The bull can behave like Jupiter, but this is only insulting to Jupiter.

Natalia Poklonskaya did not understand that the main difference between Russia and Ukraine is the monopoly.

The Russian political system, among other things, was born of a monopoly on money. The main source of income is hydrocarbons. All the rest - only polyps on the pipe. In those times when oil cost a little, Russia was a lot of voices. Once the state has concentrated the risen price of resources in their hands - the country began to walk the formation.

Monopoly on money gave metastases. In politics and economy, in decision-making and the definition of the future. The state was the only source of distribution of benefits - and required reciprocal loyalty. From state employees who have been increased by salaries and pensions. From a business that was feeding on purchasing power. From officials who received corruption feeders of different sizes.

Perhaps Natalia Poklonskaya just did not have time to understand this. In the end, she spent her whole life in a country that lived by other rules.

Unlike Russia, Ukraine has never had a monopoly on money. There was no single meaningful raw material - each of the available resources was insufficient to feed everyone and everything. As a result, around each formed its own financial and industrial group. Which to protect the controlled resource created everything that the country was proud of.

Political parties, diverse media - all this arose due to the competition of Ukrainian verticals. Which, unlike Russia, there were several. In addition, almost always they were stronger than the Ukrainian state - and it was not possible to include a total control regime. Even in the days of Viktor Yanukovych. Which itself very soon realized what was what, and began to create its own oligarchic vertical.

As a result, competition arose in Ukraine. Different centers of influence fought for parliament. Created media. Have positional wars with each other. When the street dared Yanukovych - these same FIGs did not allow the country to collapse into oblivion. Simply because in their mercantile interests was the preservation of the country.

If Natalya Poklonskaya was a Ukrainian deputy, her behavior would not cause much controversy among the party leadership. Because "there is so much". Ukrainian polyphony was born "out of litter without shame", but over decades it became an organic detail of the country's political life. But the former Ukrainian prosecutor, apparently, for four years and did not understand in which system she now will have to grow old.
