According to Klimkin, Russia offers a "totally fake mission", with fake protection of representatives of the Special Monitoring Mission.

The Ukrainian position is that this should be a real mission with a real mandate for the entire Donbass, which affects the situation. It should gradually take control over the entire occupied territory and will have a mandate for disarmament and control over the removal of heavy weapons in conjunction with the OSCE.

The head of the Ukrainian foreign ministry stressed that Moscow's position on the peacekeeping mission in the Donbass was even worse than it was originally. Now the Kremlin insists that peacekeepers can only "accompany" OSCE observers along the contact line and in the occupied territory, but will not be able to do anything else.

Recall that the meeting of Foreign Ministers of France, Germany, Ukraine and Russia lasted 4.5 hours in Berlin. The first meeting in 16 months was held in a format closed for the press.
