From the means of obtaining a new tranche from the International Monetary Fund, the Anti-Corruption Court turns into a tool for changing the government.
This is the conclusion that can be drawn from the statement of Prime Minister Vladimir Groisman about his possible resignation in case of not adopting the law on the Anticorruption Court. The premiere can be understood: he knows the consequences of refusal to form a court and does not want to be responsible for social problems and instability.
But Groismann's ultimatum translates the question of the court itself from the plane of confrontation of the Ukrainian authorities with Western creditors into the plane of internal political confrontation.
Already it was necessary to note that the Anti-Corruption Court itself will not change much in the fight against corruption, and in the Ukrainian judicial system. An anti-corruption court, even if foreign experts will get the right of veto in its formation, will consist of our compatriots with you - and they will be able to deceive foreigners better than their own.
In addition, even an ideal court will not be able to raise the level of professionalism of anti-corruption structures within a few months and eliminate conflict situations between them. Most likely, it will become part of such conflicts. But there will be no harm from this special. Therefore, one could understand the Western sponsor, who simply needs to justify the wisdom of using tens of millions of dollars to build the Ukrainian anti-corruption vertical.
If you are a Western official, you need fast efficiency and effectiveness of this vertical - because otherwise your colleagues will ask the question about the money spent and you will become an example if not corruption, then incompetence.
But those who depend on voting for the Anti-Corruption Court have completely different reasons. They understand that the new instance will fully work after the presidential and parliamentary elections in the country - and therefore can be used by the new government as a political tool to punish predecessors or minimized their influence. They are guided not by common sense, but by unhealthy fear.
But the premier's warning of resignation brings new colors to this confrontation. The change of government is too much a temptation even a year before the parliamentary elections. I would say - especially one year before the parliamentary elections. And already on Thursday we find out who could not resist this temptation.
