According to the prosecutor's office of the Sverdlovsk region, during the audit it was established that such rules were prescribed and approved by the local administration in January 2017. 20 "Regulations on the procedure for the establishment, collection and expenditure of fees from parents (legal representatives) for the supervision and care of children mastering the educational programs of pre-school education in municipal educational organizations Polevskogo urban district".

The supervisory authority required the administration through the court to recognize this item as inoperative, as it does not comply with the legislation. Polevskoy City Court refused to satisfy the prosecutor's demands.

However, the court of the second court of second instance agreed with the prosecutor's arguments that the imposition on the parents of the obligation to pay for the food of children in case of non-attendance of the institution for disrespectful reasons is the payment for a service that was not provided,.

The Judicial Board for Administrative Cases of the Sverdlovsk Regional Court reversed the decision of the Polevskoy City Court, a new decision was passed on the case to satisfy the prosecutor's demands.
