There it is precisely said: instead of creating a list of oligarchs cooperating with the authorities, we simply wrote everyone to whom reliable public sources attribute a fortune of a billion dollars and more. And that the list has nothing to do with sanctions, is not the reason for them. And also that the presence in it of the surname does not mean that the person acted somehow unlawfully. It clearly states that on the basis of the report, no restrictive measures should be taken in relation to the persons mentioned. With the political part of the list, the situation is exactly the same: no arguments that the above-mentioned people are involved in the violation of international treaties and so on.

That is, the US Treasury simply took several public sources - Forbes, the Financial Times, The Wall Street Journal and the website of the government of the Russian Federation - and rewrote the names therefrom. And not very, by the way, exactly: there are people, such as the Ananiev brothers, who have long been outside the Russian Federation, and they have not had a billion dollars for a long time. It was quite unexpected to see Yury Shefler on the list, who has long been out of the favorites and can not be accused of cooperation with the Kremlin - he and his Russia should probably not be allowed entry. This suggests that the data was taken not from today's, but from publications 2015-2016.

Congress instructed the Ministry of Finance a strange thing: let's find all the bad people in Russia and write a list. And such investigations - about the connections of oligarchs with the state - are not done at all in public, this is not a job for entertainment of voters. It is clear that serious professionals from the CIA, the Ministry of Finance and the Treasury looked at it askance and consulted with the Presidential Administration, which eventually said: "Hell, that's just what we lacked. Let's do something so that everything descends on the brakes ". Indirectly evidenced by the tweets of the US AP members who write: "Well, yes, the report was issued, the commission was executed, and the existing sanctions are working so well, so there is no need to change anything, and if there are changes, they will not, in accordance with report, but based on common sense.

That is, the position of the American executive is very tough: we know what we are doing, do not bother, we have everything in order with the sanctions regime, and your lists do not interest us. In the dry remnant: there is nothing to reproach the authors of the report, because they did what they were asked for, and inside the report there are enough words that do not allow it to be used in any way.

From the very beginning it was clear that the idea of ??a report was an attempt to give birth to a mouse. The event is very meaningless: we now have a Forbes list reprinted on the Congress paper, as well as a reprinted list of politicians from the website of the government of the Russian Federation.

Of course, there are organizations and companies in the world that refuse to work with people from the list, despite the fact that there is no such recommendation in the accompanying note, and in general it is not necessary to do so. So, on the one hand, for the people mentioned, this thing is unpleasant. And on the other - if one of them will pass somewhere compliance, he can bring this list with him as a confirmation that he has enough of his own funds to, for example, invest in something - since The CIA believes that he has a billion dollars.

But there is simply nothing to analyze here. You can relax and live on.
