At the same time, law enforcers characterized the incident as hooliganism. The press service of the Main Directorate of the National Police in the Kharkiv region reports that the investigation department contributed information on this fact to the Single Register of Pre-trial Investigations under the Hooliganism of the Criminal Code of Ukraine.
This sanction provides for punishment in the form of imprisonment for a term of three to seven years.
The police also recalled that the injuries were received by a 53-year-old woman and a two-year-old boy. The woman worked as a cleaner in a nearby pharmacy. She passed by with her grandson. The woman saw the package and looked in there, after which an explosion.
At the same time, adviser to the Minister of Internal Affairs Ivan Varchenko noted on the air of one of the Ukrainian TV channels that the explosion in Kharkov could become a dangerous precedent for Ukraine. In his view, such cases confirm that Ukraine is in a zone of increased terrorist threat.

The doctors took a 53-year-old woman with a preliminary diagnosis of a "lacerated thigh injury" and a boy born in 2016 with a lacerated wound of the right superciliary region.
